Kisah manusia perahu Vietnam adalah bagian dari sejarah kemanusiaan yang kelam. Penindasan akibat pergolakan politik berkepanjangan Indochina memaksa ribuan rakyat Vietnam meninggalkan tanah air mereka. Untuk mencapai tanah pengungsian mereka harus menyabung nyawa. Berlayar berdesakan di atas kapal-kapal kayu sederhana, terombang-ambing di Laut China Selatan. Tak sedikit yang akhirnya mati sia-sia terbenam di laut atau tewas di tangan bajak laut. Bersama UNHCR, Pemerintah Indonesia berinisiatif memberi bantuan kemanusiaan saat mereka terdampar di Kepulauan Riau. Mereka ditempatkan di Pulau Galang, di mana kemudian dibangun fasilitas permukiman khusus bagi kaum pengungsi Vietnam. Mereka hidup di sana hampir selama 17 tahun, antara tahun 1979-1996, sampai seluruhnya berhasil disalurkan ke berbagai negara ketiga.
The story of the Vietnamese boat people is part of a dark chapter in human history. Oppression resulting from prolonged political turmoil in Indochina forced thousands of Vietnamese citizens to leave their homeland. To reach safety, they had to risk their lives. Crowded aboard simple wooden boats, they braved the rough seas of the South China Sea. Many perished, drowned at sea or fell victim to pirates. With the assistance of UNHCR, the Indonesian Government took the initiative to provide humanitarian aid when they were stranded in the Riau Islands. They were resettled on Galang Island, where specialized settlement facilities were later built for Vietnamese refugees. They lived there for nearly 17 years, between 1979-1996, until they were all successfully resettled in various third countries.

Tentang Penulis (About the Author)

Isye Ismayawati studied Occupational Health and Safety at the University of Indonesia. When the tsunami struck Aceh in 2004, she became involved in the world of social organizations and worked with several humanitarian organizations. Her interactions with community life inspired her to write a book about Vietnamese refugees on Galang Island in 2013 titled ‘Boat People: Humanitarian Tragedy on Galang Island’ (2013, KOMPAS Penerbit Buku). She compiled the book based on the stories of those involved in Indonesia’s humanitarian efforts during the Indochinese boat people tragedy from 1978-1996, media reports, and several reference books.
